The mission of the Jacobs Lone Wolf Team is to support, operate, and maintain the Distributed Continuity Integrated Network - Top Secret Enterprise Services (DCIN-TS ES). The DCIN-TS ES is a DoD provided, TS/SCI, integrated voice, video, and data, global communications network that facilitates collaboration among senior leaders and key staff. Responsibilities:

  • Assist the Primary COMSEC Custodian in managing COMSEC accounts in accordance with NSA/CSS Policy Manual 3-26, CNSSI manuals 4001, 4003, 4004.1, 4005, and related Controlled Cryptographic Items (CCI) requirements.

  • Assume the Primary COMSEC Custodian’s responsibilities in their absence

  • Be responsible for receipt, transfer, accountability, safeguarding, and destruction activities covering all COMSEC materials that support multiple Sub Accounts/Hand Receipt Holders.

  • Forecast, initiate, and track government requests for cryptographic material in support of core and ad hoc program support, ensuring availability access to requested materials.

  • Package and ship equipment and materials weighing up to 50 pounds.

  • Perform Field Tamper Recovery (FTR), upgrading cryptographic device firmware and ensuring interoperability of firmware versions between enterprise encryptors.

  • Program and operate approved key fill devices KIK-11, KIK-20, KIK-30, and AN/PYQ-10.

  • Perform hands-on installation, maintenance, configuration, and troubleshooting of CCI equipment, as required.

  • Perform over-the-air transfer of material via Viper communications.

  • Use the Key Management Infrastructure (KMI) system to manage cryptographic keys.

  • Provide training and COMSEC oversight of personnel at local and remote locations as it relates to COMSEC and CCI policies and procedures outlined in the COMSEC Account User standard operating procedure.

  • Support COMSEC related investigations and comply with security procedures. Investigate, prepare, and submit COMSEC incident reports to multiple cognizant security authorities.

  • Support preparation activities for all COMSEC inspections, audits, and Staff Assistance visits.

  • Conduct semi-annual physical inventory of all COMSEC material, ensuring continuous NSA requirements are met.

  • Maintain up-to-date records and submission of required accounting reports.

  • Perform initial and refresher COMSEC and Crypto briefings and provide employee training on processes and procedures.

Here’s what you’ll need :

  • Must have active Top Secret clearance with SCI

  • At least 5 years of relevant experience as a COMSEC Custodian

  • Completion of the National Security Agency IAEC 2112 COMSEC Custodian Course Certification/Training COMSEC certifications

  • NSA or equivalent military service school KMI MGC Operator Training Certification

  • Operational knowledge of the KG-175s, KY-99Ms, KG-250s, KIV-7M, Viper, FNAC, FNBB, and FNBD equipment

  • Detailed knowledge and demonstrated practical application of NSA 3-16 COMSEC directives, CNSSI manuals 4001, 4003, 4004.1, 4005, and NISPOM 5200

  • Detailed knowledge of cryptographic material management operations, including use of the KMI system

  • Must be a self-starter who can take senior-leader guidance and intent, and oversee the operations of independent and collaborative, assigned projects

  • Ability to apply knowledge of government security requirements to ensure program compliance in non-routine situations

  • Must be adept at responding to queries, writing reports, and presenting information

  • Must have strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information

  • Must be able to travel within the National Capital Region and domestic U.S. as needed (20%)
