We are seeking a Senior Capture Manager with proven success capturing new business for the U.S. Navy and other DoD opportunities that support TQI's Information Technology lines of business. This position reports directly to the Senior Vice President, Business Development. The Capture Manager will develop and execute the overall capture plan and win strategy for a qualified opportunity to maximize win probability.

The successful candidate will:

• Demonstrate excellent critical thinking, win-strategy development, problem solving, business acumen, and interpersonal skills to develop teams and construct near-term and long-range capture strategies for business development opportunities within designated pipelines.

• Demonstrate competent and confident leadership with an ability to effectively develop and execute well-designed and thoroughly integrated capture plans. Needs to follow established (internal) gate review processes, best practices, and use of standard tools and processes with emphasis on win strategies, major themes, value propositions, teaming, etc.

• Drive corporate teaming and direct technical and cost proposal volumes through final submission.

• Demonstrate ability to work effectively in a fast-paced, time sensitive and often multi-tasking environment.

Responsibilities:

• Compile, assess, and validate customer requirements to create a differentiated win strategy.

• Gather program intelligence to assess competition, evaluating SWOT to differentiate TQI against competitors. Facilitate black hat analysis on targets >$50M.

• Develop messaging and execute customer call plans to reinforce win strategy and shape deal toward TQI's strengths.

• Translate program requirements into TQI win strategy; test and validate solutions with customers, advance value proposition and differentiated bid elements based on compelling features and benefits.

• Optimize management structure. Collaborate with Operations and Human Resources departments to deliver high quality bid personnel in line with strategy. Assist the HR department in identifying and helping staff key-personnel with positive ties to the customer.

• Collaborate with technical Subject Matter Experts (SME's), Program Managers, and Proposal Manager to successfully translate technical information/requirements into proposal submissions.

• Develop, conduct/lead and participate in internal gate reviews.

• Manage opportunity validation and maturation to assist TQI in determining Bid/No Bid decisions.

• Communicate clearly and effectively with senior and executive management within TQI, teaming partners, and with key DoD customers.

• Assist the SVP of Growth in the corporate-wide business development training efforts for capture and proposal management.

• Assist the SVP of Growth in planning for and attending trade shows, symposiums, and industry days that align with TQI corporate lines of business, clients, and capture efforts.

Qualifications:

• Bachelor's degree plus twelve (10) years or more of related experience; additional years of experience accepted in lieu of degree.

• Demonstrated, sustained ability and reputation for winning complex, prime integration services or information technology contract awards for government with values routinely reaching over $50M for single-award deals.

• Experience utilizing Navy MAC, IDIQ's and other contract vehicles including Seaport NxG, GSA contracts, and agency-specific multiple award vehicles.

• A demonstrable understanding of federal procurement acquisition process, contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as contract types (e.g., Firm Fixed Price (FFP), Time & Materials (T&M), and cost plus (CPFF/CPAF/CPIF)) is expected.

• Capture experience and knowledge with multiple DoD branches (e.g., U.S. Navy/U.S. Marine Corps, U.S. Army, U.S. Air Force); preferred.

• Excellent writing skills and ability to write major proposal sections including Executive Summaries.

• Knowledge and experience using the Shipley Proposal process, preferred.

• Experienced and confident working with senior and executive management within the company and with key federal customers.

Travel

• Up to 25% travel

• Remote/telework will be considered for approximately 25% of the time.

The incumbent of this position will be subject to a background investigation and will be required to maintain a government granted security clearance.
